Prime Minister Shri Narendra Modi launched the ‘Karmayogi Saptah’—National Learning Week, at the Dr. Ambedkar International Centre in New Delhi, emphasizing the transformative potential of Mission Karmayogi in shaping a future-ready civil service. He reiterated that the initiative aims to create a human resource pool that will drive India's progress toward its goal of Viksit Bharat by 2047, focusing on innovation, citizen-centric governance, and adapting to the latest technological advancements, especially Artificial Intelligence (AI).
In his address, the Prime Minister highlighted the significant changes in governance over the past decade, citing a shift in mindset and approach within the government. These shifts have been bolstered by initiatives like Mission Karmayogi, which focuses on empowering civil servants to evolve and meet the growing demands of a digital and connected world. Modi expressed optimism that the new learnings acquired during National Learning Week would strengthen governance systems and accelerate India’s development.
A key focus of the Prime Minister's address was on the role of AI in India's future. He pointed out the dual significance of AI—both as Artificial Intelligence and as representing Aspirational India. He stated that effectively leveraging AI can catalyze transformative progress, particularly for Aspirational India. By employing AI-driven solutions, the country can enhance efficiency in governance, streamline decision-making, and improve public services. However, he also acknowledged the challenges associated with AI and emphasized the need for a balanced approach that combines technological innovation with empathy and human oversight.
Modi noted that the digital revolution, coupled with AI, has ushered in an era of information equality, where the processing and dissemination of information have become more accessible. It has empowered citizens to remain informed and actively engage with government processes. In this context, he urged civil servants to stay abreast of technological advancements, as this will enable them to meet the rising expectations of an informed public. Mission Karmayogi, with its focus on continuous learning, will be pivotal in ensuring that government officials remain adaptable and technologically proficient.
The Prime Minister praised the success of the iGOT (Integrated Government Online Training) platform, which has registered over 40 lakh government employees and offers more than 1,400 courses. He noted that civil servants had received over 1.5 crore certificates of completion across various courses, showcasing the platform’s role in fostering a culture of lifelong learning within the government.
Addressing the issue of silos in civil service training, the Prime Minister called for greater collaboration and communication among civil services training institutions. He stressed the importance of sharing knowledge, adopting global best practices, and fostering a "whole-of-government" approach to governance. Modi encouraged departments to incorporate feedback mechanisms, seek input from startups, research agencies, and young innovators, and cultivate an innovative mindset to ensure continuous improvement in governance.
Launched in September 2020, Mission Karmayogi envisions a future-ready civil service rooted in Indian ethos and equipped with a global outlook. The National Learning Week serves as a platform for enhancing the capacity and capabilities of civil servants, reinforcing the message of “One Government” and promoting a unified approach to national development. It also emphasizes the importance of continuous learning, ensuring that government officials are prepared to tackle the evolving challenges of modern governance.
Through Mission Karmayogi and the National Learning Week, India aims to build a civil service that is technologically adept, globally aware, and capable of driving the nation's progress towards Viksit Bharat by 2047.
