In the series of its publication on Responsible Artificial Intelligence (RAI), NITI Aayog brings the third paper titled “Responsible AI for All: Adopting the Framework – A use case approach on Facial Recognition Technology”.

In 2018, NITI Aayog published the National Strategy on Artificial Intelligence (NSAI), which included a roadmap for adopting AI in five public sectors in a manner that is both safe and beneficial for all residents. "AI for All" was defined in the strategy paper as the guiding principle for future AI design, development, and deployment in India. This plan included ensuring the safe and responsible use of artificial intelligence.

As a follow-up to NSAI, stakeholder discussions on the suggested method for the responsible use of new technologies were launched in 2019 in partnership with the World Economic Forums. It culminated in 2021 with the publication of a two-part approach document outlining principles for the responsible design, development, and deployment of artificial intelligence (AI) in India, as well as enforcement measures for operationalising these principles (RAI principles).

Against the backdrop of a growing clamour for developing governance and regulatory frameworks to reduce the possible hazards of AI while maximising its advantages for the most significant number of people, they set these RAI principles. 

Which are:

  • safety and reliability, 
  • inclusivity and non-discrimination, 
  • equality, 
  • privacy and security, 
  • transparency, 
  • accountability, protection and 
  • reinforcement of positive human values. 

Furthermore, the proposed method needs to be tested in a use case to determine the recommended approach's efficacy and identify associated challenges. Therefore, facial recognition technology (FRT) has been selected as the first use case to examine the previously stated RAI principles and operationalisation mechanism.
